FUNCTIONS AND DUTIES OF HEALTH DEPARTMENT

Health department has manifold functions and duties which are as under :-

  • Provide promotive , preventive , curative and rehabilitative services to the community through primary health care delivery system
  • Provide equitable and quality health care at primary, secondary and tertiary level.
  • Extension, expansion and consolidation of rural health infrastructure.
  • Respond to the local community health needs and request.
  • It takes many steps for population stabilization.
  • Provide Reproductive and Child Health Services with the objective of reducing MMR & IMR.
  • Provide immunization services against vaccine preventive diseases of childhood as well as pregnant mothers against tetanus during child birth.
  • Provide Family Welfare Services.
  • Provide Essential Obstetric Care.
  • Enforcement of PNDT Act to prevent Sex Determination.
  • Implement and monitor various National Health Programmes.
  • Provide emergency obstetric care.
  • Ensure potable drinking water and basic sanitation facilities.
  • Prevention and control of communicable and non-communicable diseases through active disease surveillance and timely remedial measures.
  • Provide treatment for common disease and injuries including emergency medical care.
  • Provide essential drugs, materials, equipments & modern medical/surgical gadgets for diagnosis and treatment of patients.
  • Birth and Registration through Civil Registration System.
  • Work with other sectors in promoting activities and initiatives related to health.10 | P a g e
  • Promotion of proper and balanced nutrition – To raise the health status of thecommunity.
  • Provide in service orientation training to the medical and paramedical personnel’s – To update their knowledge and sharpen their skills.
  • Enforcement of various Acts like Prevention of Food Adulteration Act, Drugs & Cosmetic Act, Human organ Transplant, Mental health Act, Radiation protection Ac-, MTP Act, Birth & Registration Act, Human Anatomy Act and implementation Of Bio Medical Waste Management & Handling rules.
  • Educate community to bring about behavioral change regarding various Health and Family Welfare programmes thereby improving the quality of life – through various mass media activities.
  • Conduct Medico Legal and Postmortem examination.
  • Conduct Medical Examination for first entry into Govt. service, driving license, disability, medical fitness, communication of pension etc.
  • Issuance of manufacturing, wholesale & retail drug license.

Director General Health Services:

The post of Director General Health Services is a departmental post. The officer work as the Head of the Department and looking after the work of all officers of the department. The officer in addition to administrative and financial power, is responsible for implementing all the schemes of the Health Department. The officer works under the superintendents, direction and control of the Financial Commissioner and Principal Secretary for the Health Department.


Additional Director General Health Services :
This is a departmental post. The officer deals with the Policy Medical Branch, Medical Reimbursement, Medical Boards, Grant-in-Aid, Cancer Control Programme, Bio Medical Waste Programme, Trauma Centres, Regional Diagnostic Centres, National Human Right Commission, Human Organ Act, Human Anatomy Act, Radiation Protection Act, Medical Council of India, Pharmacy Council, Centrally Sponsored Schemes, Medical Internship, Coordination, Establishment of Laboratory Technician and Laboratory Staff, , Vidhan Sabha Assurances, Public Accounts Committee, All Audits, Integrated IEC activities


Director Health Services (Family Welfare):

This is a departmental post. The officer deals with the Family Welfare Branch- Family Welfare Programme, Establishment of Multipurpose Health Workers (Female), Establishment of Multipurpose Health Supervisors (Female), All Accounts Matters Related to Family Welfare Programme, MCH Branch - Maternal and Child Health Programme, Mass Media Branch – Information Education Communication, Establishment of Mass Media Education Staff, Nursing Branch – Establishment of Nursing Staff.


Director Health Services (Laboratory):

This is a departmental post. The officer deals with the Policy Health Branch – Control of Communicable Diseases, Diseases Surveillance Programme, Smoking Act, Sarkar Apke Dawar, Disaster Management, Health Camps and Melas, National Programme for Control of Blindness, National Iodine Deficiency Diseases Control Programme, Epidemic Diseases Act, Establishment of Multipurpose Health Supervisors (Male) and Government Food Inspectors, Transport Branch – Establishment of Drivers, Vehicle Management of State Headquarters and Districts, Establishment-I Branch - All Ministerial Staff of Field Cadre, Establishment-III Branch – Establishment of all Paramedical Staff.

Director Health Services Training :

This is a departmental post. The officer deals with the Health Education Branch, National School Health Branch, Mental Health Programme, Drug De- Addiction Programme, In- Service Short Term Training, National & International, Pharmacy Internship, Laboratory Technician Training Schools, Budget Speech, Governor Address, Health Education and Nutrition , Multipurpose Workers Branch – Multipurpose Workers Training Schools, Multipurpose Workers Promotional Training.

Director Health Service (Malaria):

This is a departmental post. The officer deals with the National Malaria Control Programme, Establishment of Multipurpose Health workers and Malaria Laboratory Technician, ESI Scheme

Director Health Services (Dental):

This is a departmental post. The officer deals with the Dental Programme, Establishment of Dental Surgeons and Para-Dental Staff and MSD (Procurement )

Senior Administrative Officer:

This post is filled from the HCS Cadre and its current nomenclature is that of Joint Director (Admn.). The officer deals with Administrative Branch – Establishment of All Ministerial Staff & Class IV staff of the Directorate, Establishment of All Gazetted Non- Medical Staff, Establishment of State Drug Controller, Deputy Drug Controller, Assistant Drug Controllers, Senior Drug Controllers & Drug Inspectors, Establishment of Physiotherapist & Biologist. Establishment – II Branch – Establishment of HCMS-I & HCMS-II Doctors, Disciplinary actions against HCMS Doctors. Establishment –IV Branch – Disciplinary actions against HCMS-II Doctors, All kind of Leaves of Doctors. RTI and ADA also report to him .

Joint Director, Mass Media:

The officer deals with the Mass Media Branch – Information Education Communication (IEC), Establishment of Mass Media Education Staff.

State Drug Controller:

This is a departmental post. The officer deals with the Issuing of License to Drug Manufacturers, Chemist Shops etc., Drug sampling.

Deputy Director (Senior) Epidemiology:

This is a departmental post. The officer deals with the Policy Health Branch- Control o Communicable Diseases, Diseases Surveillance Programme, Smoking Act, Sarkar Aapke Dwar, Disaster Management, Health Camps and Melas, National Iodine Deficiency Diseases Control Programme, Epidemic Diseases Act, Establishment of Multipurpose Health Supervisor (Male) and Government Food Inspectors.


Deputy Director:

This is a departmental post. The officer deals with National Programme for Control of Blindness, Information Technology, Planning Branch, Construction Branch.
Deputy Director (Senior), Malaria:
This is a departmental post. The officer deals with National Control Programme, Establishment of Multipurpose Health Workers & Malaria Laboratory Technician.


Deputy Director, Nutrition:

This is a departmental post. Deputy Director, TB:
This is a departmental post. The officer deals with TB Branch – TB Control Programme, Leprosy Control Programme. MSD Branch – All kind of purchase of Medicines, Machinery & Equipment.

Deputy Director, Family Welfare:

This is a departmental post. The officer deals with Family Welfare Programme, Devi Rupak Scheme.

Deputy Director, MCH:

This is a departmental post. The officer deals with MCH Branch – Maternal and Child Health Programme, PNDT Act.

Deputy Director, Health Education:

This is a departmental post. The officer deals with the Health Education Branch, National School Health Branch, Mental Health Programme, Drug De- Addiction Programme, In- Service Short Term Training, National & International, Pharmacy Internship, Laboratory Technician Training Schools, Budget Speech, Governor Address, Health Education and Nutrition, Multipurpose Workers Branch – Multipurpose Workers Training Schools, Multipurpose Workers Promotional Training.

Deputy Director, Entomology:

This is a departmental post. The officer deals with Malaria Control Programme.
Deputy Director, Nursing:
This is a departmental post. The officer deals with Nursing Branch – Nursing Establishment, GNM & MPW(F) Training.


Deputy Director, Monitoring and Evaluation:

This is a departmental post. The officer deals with Statistical Branch – Registration of Birth and Death, Statistical Data of Health Department, Monitoring and Evaluation , IT Plan and IDSP MIS .

Superintendents:

All the Superintendents have been allotted branches for supervision of the concerned branch.

Assistants/ Clerks:

a) Assistants – Deals with the subjects allotted to them and put up the file to the branch officer through their respective superintendents.
b) Clerks – Clerks assist the Assistants in their routine work and also do the work of typing, record keeping and diary & dispatch.

Civil Surgeon:

The Civil Surgeon performs the following duties in the district:
a) Administrative Duties: As drawing and disbursing Officer for the Health Department in the District; Planning of Infrastructure in the District; Supervision of the Health Institutions in the District; Planning Implementation and Monitoring of all New State Schemes like establishment of Delivery Huts; Mobility Components of SMOs / MOs for supervision of their respective field areas etc.; Planning Implementation and Monitoring of all National Health Programmes like Family Welfare, RNTCP, School of Blindness etc. in the District; Conducting enquiries as and when ordered by Govt. DGHS; Planning, Implementation and Monitoring of National Pulse Polio Campaign; Working as resource person for the various trainings organize in the District under various programmes; Inter sectoral coordination with other departments in the Districts – Implementation of various Acts like Pure Food Act, PNDT, MPT etc.
b) As member Secretary of Governing Council and as Chairman of Executive body of District Health and Family Welfare Society; Organizing various workshops like PNDT etc.; Carrying out various IEC activities regarding Health Programmes in the District.

District Medical Officer:

To assist to Civil Surgeon for Administration – Store of the Medicines; Drawing and Disbursing Officer; Medical Board for handicap ; First entry into Govt. Service of Non-Gazetted and others medical certificates and scrutiny of Medico Legal & Postmortem Reports.

District Health Officer:

District Health Officer performs the duty of implementation of FPF in the District; Planning/ Maintenance / Repair of Health Institutions; Implementation of AIDS Control Programme; Nodal Officer for IDSP Programme and Epidemiological Investigations.


District School Medical Officer:

 

District School Medical Officer performs the duty of implementation of School Health Programme in the District as well as Blindness Control.


District T.B. Officer:

District T.B. Officer performs the duty of implementation of RNTC Programme in the District as well as Leprosy Programme.
