Reference this office letter No. 3/7-EC-IV-2003/1020-38 dated 24/9/03 vide which the Swasthya Kalyan Samiti, at Institution level were Constituted as sub committee of Governing and Executive Council of Distt. Health & Family Welfare Societies.
As envisaged under NRHM, to support the Distt. Health and Family Welfare Society an integrated Swasthya Kalyan Samiti at District Hospital/ Sub District Hospital are now reconstituted. The Swasthya Kalyan Samiti shall be responsible for Planning & Managing all health activities of District and Sub District Hospitals in the State. This Samiti of District Hospital and Sub District Hospital shall also ensure Inter-Sectoral Convergence.
The revised constitution of Swathya Kalyan Samiti, District / Sub District Hospitals is enclosed with the direction to get it registered at the earliest.

Subject: - Re-constitution of Swasthya Kalyan Samiti (District Hospital) & Swasthya Kalyan Samiti (Sub District Hospital).
The National Rural Health Mission seeks to provide effective health care to the rural population, especially the disadvantaged groups including women and children, by improving access, enabling community ownership and demand for services, strengthening public health systems for efficient service delivery, enhancing equity and accountability and promoting decentralization.
Swasthya Kalyan Samiti (SKS) is a simple yet effective management structure. This committee, which would be a registered society, acts as a group of trustees for the hospitals to manage the affairs of the hospital. It consists of members from local Panchayati Raj Institutions (PRIs), NGOs, local elected representatives and officials from Government sector who are responsible for proper functioning and management of the hospitals. SKS is free to prescribe, generate and use the funds with it as per its best judgment for smooth functioning and maintaining the quality of services and subject to further instructions from Govt./ State Health Society from time to time.

Note: Institutional Member (any institution which donates Rs. 50,000 or more or as decided by the District Member Health and Family Welfare Society or adopt a ward of hospital and bears the cost of its maintenance, may be nominated as a member of SKS)
The above committee may co-opt any non official member/ social activist from the area. This committee will function under the overall supervision of Governing Body of District Health and Family Welfare Society.

Meetings:
Term of Members:
The term of official members will be the time they hold the office by virtue of which they are members. A member of the Samiti shall cease to be member if s/he resigns, becomes of unsound mind, become insolvent or convicted of a criminal offence involving moral turpitude or removal from the post by the virtue of which s/he was holding the membership. No member of the Samiti shall be entitled to any remuneration.
Quorum:
One third of the member of the Samiti including the substitutes nominated by the Chairman present in the meeting shall form a quorum at every meeting of the SKS.
Functions/ Powers of SKS:
The Swasthya Kalyan Samiti (DH & SDH) shall monitor, evaluate and co-ordinate the work of Hospital under its jurisdiction and will serve as link to the Distt. Health Society. It will review the progress in implementation of NRHM and various heath schemes and policies.
The following minimum business shall be brought forwarded and disposed off in every meeting.
In the monthly meeting, the complaint/suggestion box shall be opened. The redressal of complaints and grievances, if any will be resolved and necessary remedial steps for improvement will be initiated at the level of Samiti. The matter will be referred to the Distt. Health Society wherever required.
Record Maintenance:
The SKS shall maintain the following record and maintain the accounts on Double Entry System .
Financial Powers:
The Chairman of SKS shall exercise the financial powers delegated to him by the Govt./ State Health Society/ District Health & Family Welfare Society from time to time for incurring expenditure under State Budget, NRHM and User Charges etc. respectively.

Provision of enabling rights, vesting assets & authorizing services:
The Govt. may authorize transfer of existing facilities and assets free of cost and without any liability to the SKS of the concerned hospital. In most hospitals, the principle reasons for malfunctioning and deteriorating services are the inability to spend on new infrastructure for upgradation & modernization, paucity of funds for emergencies, gross mismanagement of resources and lack of motivation. Being a service oriented facility, it needs to permit and grant specific rights to allow freedom for operations and management. The SKS should be enabled with the decision making right to invest in order to meet service requirements.
Accounts and Audit
Bank Account
The account of the SKS DH & SDH shall be opened in a bank approved by the Govt. of India/ State Govt./ Governing Body of the District Health and Family Welfare Society. All funds shall be credited into the SKS account. However, the cheques at the level of SKS District Hospital shall be jointly signed by the Co-Chairman and Member Secretary. In the case of SKS Sub Divisional Hospital the cheques shall be signed jointly by Chairperson and Member Secretary.
Annual Report
A draft Annual Report and the yearly accounts of the Samiti shall be placed before the Governing Body of District Health and Family Welfare Society at its ensuing meeting that may be held in the first quarter of every financial year.
A copy of the annual report and audited statement of accounts as finally approved by the Governing Body of District Health and Family Welfare Society shall be forwarded within six months of the closure of a financial year to the following:

The Samiti may alter or extend the purpose for which it is established and/or the Rules of the Samiti, provided that such amendment shall only be carried out through the procedure set out in rule as above.

Government power to review
The State Health Society / District Health Society shall review, monitor and evaluate the performance of the Swasthya Kalyan Samities at the District/ Sub District levels.
