The National Rural Health Mission seeks to provide effective health care to the rural population, especially the disadvantaged groups including women and children, by improving access, enabling community ownership and demand for services, strengthening public health systems for efficient service delivery, enhancing equity and accountability and promoting decentralization.
The State Govt. vide its notification dated 27/06/2005 had constituted the General Body of State Health Mission under the Chairmanship of Hon’ble Chief Minister, Haryana. Accordingly at Distt. Level, General Body of Distt. Health Mission is also constituted vide Govt. Notification dated 10/02/2006 under the chairmanship of Chairman, Zila Parishad
One of the core strategies of the NRHM is to empower local Governments to manage, control and make accountable for public health services at various levels.
Keeping in view of PRI concept, It is decided to constitute the Swasthya Samitis at the Level of PHC and Block level .It will provide oversight of all NRHM activities at the village level and be responsible for developing the Village Health Plan with the support of the ANM, ASHA, AWW and Self Help Groups. Block level Swasthya Samitis shall monitor / evaluate /co-ordinate the work at PHC/CHC in their jurisdiction and will serve as link to the Distt. Health Society.
These Swasthya Samities shall be named as :-

Composition
The above committee may co-opt any non official member/ social activist from the village.
Frequency of Meetings
Term of Members
The term of official members will be the time they hold the office by virtue of which they are members. The term of other members by rotation will be for 1 year.
Functions/ Powers of SKS
The Swasthya Kalyan Samitis (SKS- PHC) shall monitor, evaluate and co-ordinate the work at PHC level under its jurisdiction and will serve as link to the Distt. Health Society. It will review the progress in implementation of NRHM and various heath schemes and policies & shall ensure inter-sectoral convergence and integrated planning.
The Swasthya Kalyan Samiti shall perform the follwing functions in respect of the PHC area for which it is setup, namely-

In the monthly meeting, the complaint/suggestion box shall be opened. The redressal of complaints and griviences, if any will be resolved and necessary remedial steps for improvement will be initiated at the level of Samiti. The expenditure required shall be met out from the untied funds kept at the disposal of PHC by the Swasthya Kalyan Samiti & the matter will be referred to the Distt. Health Society wherever required.
Financial Powers:
The MO I/c shall exercise the power already delegated to him under SKS in respect of untied funds & user charges. For other State schemes shall exercise the financial powers as per the PFR Rules for State Govt. Budget.

Allocation of funds
Flexibility in utilizing funds for accessible and affordable health services through Panchayat Raj Institutions & community organization.
Sakshar Mahilla Samooh- Rs. 5,000/- for 6 months has been given to 6167 SMS to create health awareness in the rural population
VLC-cum-VHSC- Rs. 10,000/- for the year 2008-09 has been allotted to 6200 VLC-cum-VHSCs
Sub Centre- Rs. 10,000/- each per year as untied funds & Rs. 10,000/- per year to every sub-centre for maintenance of building.
SKS(PHC)- Untied grant of Rs. 25,000/- for health actions, Rs. 50,000/- for maintenance of PHCs & Rs. 1,00,000/- for health care of the community for each SKS(PHC) has been allotted.
SKS(CHC)- Untied grant of Rs. 50,000/- for health actions, Rs. 1,00,000/- for maintenance of CHCs & Rs. 1,00,000/- for health care of the community for each SKS(CHC) has been allotted
District Hospital(DH)- Rs. 5,00,000/- has been allotted to District SKS.
