The State Government is successfully implementing the National Family Welfare Programme as an integral part of total health care delivery system. It is purely voluntary programme in which the eligible couples choose the contraceptives as per their need. Since April 1996, Family Welfare Programme is implemented as Community Needs Assessment Approach C.N.A.A. wherein demand of the community and quality of services with decentralized participatory planning is the driving force behind the programme thus actually making it a peoples programme.
The present approach in Family Planning programme is to provide a “BASKET OF CHOICE OF CONTRACEPTIVES" that is to offer all methods from which an individual can choose according to his/her choice. The objectives of the programme are:-
• To reduce the growth rate by allowing the eligible couples to anticipate and attain their desired number of children by proper spacing and timing of births by use of contraceptives.
• To stabilize the population.
• To avoid unwanted births.
• To regulate intervals between pregnancies.
• To increase the use of contraceptives among eligible couples.
Family Planning programme aims to provide benefit to the mother by reducing the health risk, by reducing risk of developing complications during pregnancy, by avoiding physical strain of child bearing, by reducing the number of Maternal Deaths. The programme provides benefit to children by ensuring better chance of survival at birth, by promoting better childhood nutrition, by promoting physical growth and development and by preventing birth defects.
Milestones of achievement :-
· The Total Fertility Rate of Haryana state as per SRS 2020 has reduced from 2.2 to 2.0.
· Funds approved under State budget for Family Planning indemnity scheme and quantum of amount got doubled w.e.f. 01-04-2018 as per GOI guidelines.
· Majority of sterilization failure cases, CM window complaints and court cases have been disposed off.
· IEC activities are carried on in all districts of State Haryana.
· Introduction of New Contraceptives- Injectable contraceptive MPA (Antara) and Chhaya.
• Review meetings are being conducted on regular basis for proper monitoring of the programme.
• FP-LMIS is implemented in all the districts upto the level of Sub Centre.
• AntaraHry services for Antara users is implemented in the State.
• Inclusion of FP Services during Population Based Screening (PBS) under NCD programme. During screening ANM/ASHA will do counselling of eligible couples and facilitate the beneficiaries to the nearest Health Facility for providing the required FP Services.
• Inclusion of Family Planning counselling activity on PMSMA days i.e. 9th of every month during the antenatal period of pregnant women.
